What happens when a firefighter is killed rescuing victims from a burning building? When a police detective is shot dead by an armed criminal? When a conservation officer is killed in the line of duty? How does the widow meet funeral expenses, make mortgage payments, finance her children's education? In most cases, the estates of our protective services are inadequate to handle the economic burdens.

WMUR-TV Channel 9 Manchester NH - WILL BRING YOU LIVE COVERAGE OF THE PROCESSION AND FUNERAL FOR DAVID ANDERSON BEGINNING AT 9:30AM.
From Ron Glickman. I am a member of Manchester Fire and a member of Engine Eleven / Truck One. FF. David Anderson was my work partner. We responded and worked at his last alarm this Saturday Dec. 23, 2000. For those who didn't know Dave, he was a great "Jake", good friend and good family man. No one deserves what happened to Dave, but be assured, he died doing what he wanted to be doing and that was helping people.
He died while operating at a 3 family 2-decker. Fire originated in the second floor /attic stairway. The cause of the fire was overloaded electrical wiring. When we arrived on scene heavy fire / smoke was seen billowing from floor #2. An occupant from the fire building notified us of people trapped in the building. We immediately went into an offensive operation with a priority of rescue of the trapped occupants.
A second alarm was immediately transmitted with an additional company automatically assigned as the RIT team. We rescued one 12 year old male, who is presently in Shriner's Burn Institute in Boston, Mass.. The second was his 16 year old brother who went in to save his younger brother. The 16 year old perished trying to save his younger brother. FF. Anderson was deeply involved in the rescue of the two entrapped civilians and was a "huge" part of the team. FF. Anderson was on the second floor searching for the trapped occupants and was engaged in maneuvering a hose line into the fire apartment. He exited the building to take a much needed break from active fire duty when he collapsed.
Official cause of FF. Anderson's death has not been released as of yet (Dec. 25, 2000). I worked with FF. Anderson for 8 years in the same company at E11/T1 and for the past 2 1/2 years he was my direct working partner working on the same shift together. He had 16 years on Manchester FD with almost his entire career as a member of E11/T1. He leaves behind his wife, 2 children, family members, friends and his extended family at the firehouse, the firefighters of Manchester NH. Dave will always be remember as a HERO. He made the supreme sacrifice and died while trying to save the life of two people that he didn't even know.
Hi to all and sorry for having to keep brining this up, but as David Anderson Lieutenant I felt it necessary to clear up a
crucial point... Fire fighter Anderson was very active at box 2-475... Dave's roll that morning was more a support roll
and a very important roll for the rescue.
Dave and another fire fighter advanced a hose line to floor number 2 where
they fought back the flames which allowed his other brother fire fighters to successfully make a grab. Once the 2
victims were removed Dave and another fire fighter entered the burning apartment and successfully knocked down the
heavy fire condition.
As F/F Glickman (who also works for me) said, Dave is a true hero and was part of the "TEAM"
everyone can feel good about and that we still have a successful grab... Thanks again to all of you for your kind e-mails
/ pages and phone calls

12/16 - Fremont NH
SW83A and 83 (Judy and Dave) hosted an enjoyable Christmas Party at their home in Fremont. It was well worth the trip in spite of the threat of inclement weather. It was a toss up who traveled the furthest distance to come to the party. SW500 from Lebanon NH or SW978 from Brunswick ME. Each guest was presented with the traditional Statewide Christmas gift and were delighted with the assortment of food. Boy was the shrimp cocktail sauce hot, and what was that, jalapeno cheese with the crackers! Meatballs fit for a "buff", finger sandwiches of all assortments and a snack tray in every room. Gee, did they know I was coming! We almost had a job to run to, also. Well, it was just a fire alarm activation at the nursing home :<) Some of the conversation centered around the Grand Resorts of the White Mountains and the fiery demise of many of the buildings. We even had photos of the Crawford House near Twin Mountain before and while going up in flames in a mysterious fire. Ted Barker talked about his days on the Peterborough Fire Department, not oh so long ago. Looking forward to next year!

Subj: 11/15/00 Training Bulletin - CPR Revisions
The following is a brief synopsis of the changes being made in the CPR curriculums through the American Heart Association, American Red Cross, and the American Safety and Health Institute.
Lay Rescue Changes
Recognition of special situations: When a lay rescuer is alone, he/she should call fast with children up to 8 years of age. This means, provide 1 minute of CPR, then call...then continue providing care. However, a child who is at risk for VF/VT is an exception to the call fast guideline and call first is performed instead. For adult victims, when a lay rescuer is alone, call first prior to initiation of CPR with unresponsive adult over 8 years of age. The exceptions are near drowning/suffocation, poisoning or drug overdose, respiratory arrest, or trauma. In these instances, perform up to 1 minute of CPR prior to calling EMS.
Ventilations: Only deliver small volumes of breath during ventilations - just enough air to make the chest rise. This recommendation is intended to reduce the victim's risk of gastric inflation.
During the ABC sequence: The lay rescuer is instructed to Open Airway, Assess for Breathing, Check for obvious signs of Circulation. Pulse check will no longer be taught at this level. What are obvious signs of circulation? Breathing, coughing, movement, and skin tone.
Chest Compression Rate for Adults: The new rate is approximately 100 compressions per minute. In terms of blood flow and blood pressure, the faster the compressions, the better.
Finding the Chest Compression Location: Lay rescuers should place the heel of one hand on the center of the breastbone in child or adult CPR. The method used for infant chest compressions has not changed.
Relief of Foreign Body Airway Obstruction: In the unconscious victim, the steps are:
A: Open Airway
B: Assess for Breathing
C. If you are unable to ventilate, reposition airway, look in mouth for obstruction and then re-attempt ventilation. Then begin standard CPR.
D. Prior to each attempt to ventilate, rescuer should look in the mouth for a foreign object and remove it if seen. Blind finger sweeps will no longer be taught to the lay rescuer.
Healthcare Provider CPR Changes
Chest Compression Rate for Adults: The new rate is approximately 100 compressions per minute.
Two Person CPR Ratio: The recommended ratio is now 15:2 as opposed to 5:1. The 5:1 ratio produces too many interruptions of the chest compressions. These interruptions lead to a marked reduction in blood flow and pressure. In addition, the 15:2 is consistent with the one person CPR ratio. The pediatric ratio of 5:1 will remain the same.
Alternative Method for Infant Two Person CPR: Two-thumb compression technique is accomplished by encircling hands around ribs placing both thumbs on the compression site. This technique is optional but listed as preferred. This technique can provide for a better flow of blood than the two-finger technique.
We welcome your comments to this bulletin within the Interactive Bulletin Board contained within the Issues in Safety and Rescue Section of our web site.

CONCORD FIRE DEPARTMENT DEDICATES NEW COMPLEX
The Concord, NH Fire Department dedicated their new $6-Million complex on
November 1st with the sounds of Bagpipes playing.
The Concord, NH Fire Department dedicated their new $6-Million complex on November 1st with the sounds of Bagpipes playing. The complex was formerly the city's Water Works facility before the Water Works was merged with the General Services Department many years ago and moved. The property and buildings stood vacant until the fire department began renovations to three of the four buildings on the site.
The old maintenance shops have been converted into the new Fire Administration Building. The Chief of Department, Emergency and Support Services Division Commanders, Professional Development Commander and department secretarial staff are located in this building. In addition, the radio equipment used by the city is housed here adjacent a 120' tower.
The old pump house has been converted into the Fire Prevention and Education Building. This houses the Fire Prevention Officer and Assistant FPO, the Public Information Officer and Fire Prevention Secretary. In addition a large 2-Story classroom is located here. The classroom is complete with special lighting and projection equipment. The most noticeable features of this building is the stained glass "Maltese Cross" that was placed in the upper area of the building and the words, "Water Works" that remained in brick. This was done in keeping with the historical value of these buildings.
The old Administration Building has been converted to the new Fire Communications Center. The smallest of the buildings, the dispatch center consists of the Operations Room (Fire Alarm Dispatch), supervisors office, training room and other rooms to house some of the vast radio equipment used by Concord Fire Alarm and the Capital Area Mutual Aid Compact. Much of the dispatch equipment was brought from the old dispatch at the Police Headquarters. However, a new phone, recording and other systems are the beginning of an upgrade project that will cost hundreds of thousands of dollars. On the front of the building is a plaque dedicating the building to Ralph Flanders. Flanders is not actually associated with the fire department, but was the name of the old Water Works Administration Building and in keeping with the tradition of the facility, left the plaque dedicated to Mr. Flanders on the Fire Alarm Office.
There are approximately five miles of conduit and cable run between the various buildings. This is primarily runs between the radio room in the Administration Building and the Fire Alarm Office. There are actually no radios in Fire Alarm. All radios are remote linked by cable to the radio room. The Fire Alarm Office and the Administration building have showers for personnel as well as kitchen areas to allow personnel to cook meals. The complex power is backed up by a high-powered generator. In addition, the Fire Alarm Office is hooked into an Uninterrupted Power System (UPS) which is basically a battery back-up to allow the generator time to fire up without disrupting the dispatch.
The fourth building which is a long one stall garage was not renovated and houses much of the equipment for the tower and future cellular and PCS users.
The old Bell that rang at the old Central Station on Warren street will be placed within a ringed area at the center of the complex lettered Concord Fire Headquarters. In addition, traditional lighting and an older style fire alarm box pedestal are on the property to maintain and enhance the tradition of both the fire service and water works in the city of Concord.
The new complex has allowed the fire department to move from the location is shared with the Police Department on Green Street for over 15 years and allows for expansion by both departments. The facility on Green Street was becoming cramped and difficult to work in.
Visitors are welcome to the complex. If visiting Fire Alarm please call before and ask if we are available. Lieutenant Petrin, the Communications Supervisor can conduct formal tours of the Fire Alarm Office. Informal visitation is also okay depending on how busy it is and dispatcher(s) on duty. Call 225-3358 or 224-2545 for information.

Portions from the Conway Daily Sun
A $20,000 special article to upgrade Conway Police Department radios from analog to digital has failed to win selectmen's support.
The $20,000 would be used to set up a capital reserve account, to be added to each year so that enough funds would be available for the conversion.
New equipment could easily cost over $100,000. A new communications console will cost the town $50,000. Nine mobile 20 portable radios would cost $4,000, for a total of $166,000. Conway is looking for grant money to cover 50 percent of the costs. The federal government has been supplying grant money to the state police for their recent conversion.
An estimate from Motorola topped $1 million for the total cost of the project.

Fire Prevention Week, Oct. 8 through 14
Members of the Wolfeboro Fire-Rescue Department will make fire prevention and safety presentations in local schools during Fire Prevention Week, Oct. 8 through 14. These presentations will be to the National Fire Prevention Week theme of "Fire Drills: The Great Escape."
During the week, members of the WFRD will appear at the schools to talk about and demonstrate various fire safety issues to nearly 700 youngsters. Members will demonstrate the various issues, and will allow students to see and touch the protective clothing and breathing apparatus.
Sunday, Oct. 15, the sixth annual Fallen Firefighter's Memorial Service will be held starting at 1 p.m. at the monument in front of the Public Safety Building. The monument was built and dedicated in 1994, and is designed as a tribute to all who have served in the Wolfeboro Fire-Rescue Department and are now deceased. It particularly honors the three Wolfeboro firefighters. They are Samuel H. Libby, 1929; Lyle A. Colby, 1960; and Eugene F. Lehner, 1969. The public is welcome.
As part of the service, the numbers 5-5-5 will sound on the Town's fire horn. Box 5-5-5 is the traditional signal the fire service uses to signify a line-of-duty death.
An open house with light refreshments will follow the service at the Wolfeboro Center Fire Station. Two antique fire pumpers will be on display, courtesy of the Wolfeboro Historical Society.

There is an open house of sorts on the first Sunday of every month when we host a breakfast. You can check out all the trucks then.
October - Sunapee NH
From Duane Abbott Deputy Chief, at this time I have not heard of an open house. We usually do grade school classes that week which will include tours of the Fire Station, however, I am not sure of the date. If you are looking for a personal tour of the station, stop by on any Tuesday evening or Sunday Morning.
10/03 - Auburn NH
Auburn makes use of recently donated boat, and wishes to acquire underwater infrared camera
The department recently acquired a speedy new boat and is planning on purchasing an underwater infrared camera. The boat was donated to his department by former Auburn firefighters Mike and Lisa Brien, after they moved to Gilford.
Auburn uses a boat for rescues on Lake Massabesic. The new boat is better than department's old boat because it is smaller and can function better in shallow water. The boat has already been used in two rescues in the few months it has been in operation.
The infrared camera recently tested can be used for underwater recovery, to see into wells, collapsed buildings, and other confined spaces. The camera tested is owned by the Londonderry Fire Department. The very small camera that can drop to 200 feet and allow users to see up to 25 feet in complete darkness. The camera has a $895.

10/02 - White Mountain National Forest
Congress has approved $100,000 for White Mountain National Forest search and rescue programs to upgrade radio equipment for Tuckerman Ravine and the national forest as part of the Interior Appropriations bill passed by Congress.
The top priority is the need for dual-band radios for the rangers.
Replacement of the 40-year-old phone line that runs from Pinkham Notch to Hermit Lake is a concern. This line is mainly for computer communications, but is also used occasionally for rescue calls. Some of the funding may be used to upgrade the phone line or put in a microwave link. The Friends of Tuckerman Ravine is a non-profit organization that has in the past raised money for radios for the search and rescue teams. The funds for these improvements were part of a House of Representatives measure that was approved on Tuesday as part of the Interior Appropriations and passed by the Senate late Thursday afternoon.

09/06 - Wolfeboro Appoints new Deputy Fire Chief
The Granite State News is reporting that Lieutenant Phillip Morrill has been appointed as Deputy Fire Chief. In the new position of deputy fire chief, will perform supervisory and administrative work in organizing, planning, coordinating and directing all activities of the fire and rescue department. The new deputy fire chief will serve under the supervision of fire and rescue Chief Ben Bean. A member of the fire and rescue department for the past 25 years, Morrill has spent the last 21 years as a full-time member of the staff.
In 1989, Morrill was appointed lieutenant. He is currently responsible for the fire prevention and investigation division of the department. Morrill is certified by the state as a Firefighter 2, Fire Officer 2, Hazardous Materials Technician, and is an EMT. Wolfeboro Fire and Rescue now handles about 900 calls a year. When Morrill started his career in Wolfeboro, the number was close to 70 calls per year.
09/06 - Tilton-Northfield hires new Fire Chief
Robert Petrin of East Derry, a career firefighter has come out of a brief retirement to accept the position of fire chief of the Tilton-Northfield Fire Department.
Petrin was with the Concord Fire Department for 23 years before becoming chief of East Derry FD for 5 yrs before retiring just 4 months ago.
Outgoing Fire Chief Harold Harbour is retiring after being with the department for 40 years, the last 20 as chief. Petrin will take over the beginning of October.
What is happening with Statewide lately?
(Sept. 2000) Well, there is a lot happening behind the scenes, in between
summer vacations. As you know, Norm Woods car 50 has retired from PSNH to become a "live aboard" on his
sloop "Integrity". His wife Judy and he have gone south for the winter, somewhere in the Baltimore MD area! Norm's last day with PSNH was Monday August 1st, and after a few days of some personal business, they
headed downeast towards Bar Harbor. They made a leisurely cruise back through the NH seacoast early in
September, as they quickly prepared to head towards Baltimore. They must be very mindful of hurricane
season and the associated tropical storms. The bad news is - they snuck out without a proper salute and
send off from NH Statewide membership! The good news is that they plan to be in the area over Thanksgiving,
allowing our social coordinator Mark (& Denise) Lemay (Car 89) the chance to put together a fitting sendoff
to our fearless leaders, Norm & Judy.
The Board of Directors have each served our association well for over 12 years, and they continue
to be as excited about Statewide as the day it was formed. The Directors have been planning the
transition for me to assume the position of President. Some of the jobs take a toll, like Treasurer. John
Gaspar (Car 52) runs a great business at the Firebarn in Milford, one we've probably all frequented. The
last thing I'd imagine he wants to do is be the bean counter for Statewide, and he's done that for us for
years! He asked if there were any alternatives. We have taken the roll of Treasurer and joined it with
the Secretary position - which Tim Cullinan (Car 60) has agreed to continue/fill, since he is the Secretary
anyway. We have also looked over our accounts and practices, with some routine changes in signature
cards, banking services, and the like. Needless to say, the books are spotless, and the account has a
reasonable balance thanks to our timely dues payments. (Those of you in arrears need to contact car 60!) Dick
Harrington (Car 51) continues to offer wisdom and guidance of the highest standard, coordinate
inter-group activities (the December meeting), and both he and John will continue to serve on the Board
of Directors.
To start off our season of fire buff & camaraderie, the September meeting was held at 7:00 PM
Wednesday September 20, 2000 at the new Atkinson Fire Station, courtesy of Roger Culliford, (Car 61). The new station is right in the center of Town on Route 121, all lit up.
We have to look at our repeater operations. John Marcel (Car 66) has been working with me on the matter
of how we secure our position on "S-1", "S-2", and "S-3". Options always exist, and we want to be sure
our coverage is as good as possible, our costs are minimal, and our status remains in good standing. We
are doing our best to maintain "status quo" or better, and may be able to report more at the meeting. Anyone
who knows the communications field today understands that changes go on all the time, all around us.
Repeaters sell, owners come and go, and we've often thought about owning our own system. This isn't the
case yet, and we continue to rent the "S-3" site on Warner Hill in Derry, even though the use is minimal.
We also need to address the Newsletter that Jay Heath
has asked to step down from. We all know his
publications and photo content was the best, we now
need someone to fill his shoes! See you Wednesday
night in Atkinson.
