York Fire Department regrets to announce the passing of retired Fire Chief Russell Marston.
All area firefighters are invited to attend the visiting hours to be held at the Lucas Eaton Funeral Home in York on Friday December 27 from 6:00 PM to 8:00 PM. The Funeral will be held on Saturday at 11:00 AM at the First Parish Church. All members are asked to attend in full dress uniform. Russell Marston served as Chief from 1956 to 1971 and 1972 thru 1975.
Derry Fire Chief Ron Stowers announced he would be retiring from Derry Fire effective the end of January 2003.
For several years now, Boston's WCBV-TV (Channel 5) HDTV counterpart WCVB-DT channel 20 have been sharing the same portion of the UHF band (506-512 MHz) as used by Camden County New Jersey. Until recently, WCVB-DT has been operating only a few hours a day and at low power.
However, WCBV-DT has recently had some tower work done and have gone full power full time. During band openings, which are more common along the seacoast, Camden County has been getting considerable interference to their radio system, some 250 miles from Boston.

The East Derry Fire Precinct has accepted the donation of a Lifepak 11 Cardiac Monitor and Defibrillator/Pacemaker with 12 lead ECG capabilities, donated by the Town of Windham, NH. The unit will be placed in-service for use by the departments' firefighter paramedics. The addition of this equipment improves the departments' capabilities at the Paramedic level of care and gives the department the capability of conducting 12 lead ECG's and external heart pacing in the field. According to Chief Nadeau of the East Derry Fire Precinct "Working with our hospital and ambulance transport providers, 12 Lead capability gives us an opportunity to shorten the time to treatment of heart attacks which can improve a patients recovery time after a heart attack." Firefighter Paramedic Jim Foley commented, " This unit gives us improved diagnostic capability and allows more definitive patient assessment and treatment." Firefighter Paramedic Mike LaValley added, "12 lead gives us a more holistic and detailed view of the patient."
The East Derry Board of Fire Commissioners voted to accept the donation following a public hearing on the matter on October 3, 2002. Windham Fire Chief Steve Fruchtman presented the unit to East Derry on October 8. East Derry expects to have the unit in service before the end of October.

Statewide PL Tone Change
Dear Members & friends,
NH Statewide has decided that after many repeater configuration changes that haven't cured the interference, we must abandon the existing PL we use on both S-1 and S-2 repeaters. We have tried just about every other possible option, and this was decided as a last resort. The new tone is 167.9 Hz. This should resolve the noise issue that causes us to shut off our radios or change channels.
OTHER REMINDERS:
* In November, we will again participate in the Intergroup holiday dinner on Thursday November 21 in Watertown MA. This will be in lieu of our regular November meeting.
* The Annual NHSW Christmas Party will be held jointly with Leather Helmets Society on December 8 from 1:00pm to 5pm at Brennan's, the former Anglelo's Restaurant at 1037 Hanover Street in Manchester.
Dinner will be served as a buffet with the following options: Prime Rib Au Jus, Baked Stuffed Haddock, Chicken Cordon Bleu, Tossed Salad, Roasted Potatoes, Chef's Choice of Vegetables

An historic bell was returned to its original firehouse atop Burlington's city art center. The original Ethan Allen Firehouse bell was returned to its tower twenty five years after it was removed when the firehouse closed. Now its home again as part of renovations to convert the old firehouse into the new city art center.

A Thermal Imaging Camera is a hand-held heat sensitive device able to detect temperature differences to one-tenth of a degree. These cameras are used by firefighters to detect victims and hidden fire in a burning building. In essence, they allow us to "see through smoke", thus improving our efficiency and effectiveness.
Though these cameras can cost anywhere from $14,000 to $23,000, they have been proven time and again to be an important asset in the safety and survival of both citizens and firefighters alike.

Michael Wallace, a 16 year veteran of Salem Fire-Rescue has been name to the position of Deputy Chief. He has served the last seven years with the rank of Lieutenant.
An arrest has been made following a string of thirteen arson fires this summer in central Vermont. The accused arsonist had been charged with igniting several camps. After months of investigation police say Cheryl Bador is the arsonist. She is charged with torching 4 of the camps.
Investigators matched tire tracks at the scene to her car. They also found mud flaps that fell off her car at one of the camps. Bador was treated in the hospital for burns after one of the fires.

Synopsis of Reports from The Colby Sentinel and AP
Several Colebrook area police departments are now equipped with digital radios,
Currently both Colebrook and Pittsburg cruisers are equipped with digital
radios. However, are far as portable are concerned, Pittsburg has only
one and Colebrook doesn't have any.
Pittsburg has only one full time officer, that being Chief Richard Lapoint.
When the part-time officers are home and the chief is using the digital
mode, they can't hear the chief on their scanners.
Colebrook's Chief Farrell claims that when he is usING his analog portable
dispatch can understand him, but other officers in their cruisers with digital
radios can not. Colebrook officers should have portable digital radios sometime in
September.
Pittsburg however, is not likely to get digital portable soon. With the cost
of the radios near $3,000 each, the department can not afford to equip its
part time officers. Pittsburg's chief states that officers operating in the analog mode
can still be heard on digital radios.
The Colebrook Dispatch Center is equipped to handle both analog and digital
transmissions. When one agency is communicating digitally and the other
through the analog system, dispatch will have to relay the information.
Chief Farrell explained the reason for the switch to digital is for improved
communication with other agencies. However, other area other public safety
agencies, such as local ambulance and fire departments, can't afford to
switch to digital radios. Volunteers who monitor police calls in the event their
department is needed, won't get a head start responding to incidents.
Most fire and ambulance departments haven't even considered switching to digital
communication because of the cost. Beecher Falls VT Fire Chief Steve
Young said they haven't even looked into it. Colebrook Fire Chief Phil Ducre
said the high cost of digital communication is also the reason
his department hasn't considered switching.
The East Derry Fire Precinct is accepting sealed bids for the sale of a 1977 Farrar Pumper on a Hendrickson Chassis.
The vehicle is powered by a Detroit Diesel model 6-71N with an Allison HT740D transmission.
The vehicle has a Barton American 1250 GPM pump that still operates but will not pass service testing and a failed 1000 gallon steel water tank.
The vehicle has recorded approximately 43,345 road miles and 1560 engine hours.
The Front Axle is rated at 12,000 lbs. The rear axle is rated at 23,120 lbs.
A five inch hose reel comes with the vehicle.
The vehicle will be sold as is, where is, with all faults.
Bidding: Minimum Bid - $1,500. Bids shall be submitted on the form available at http://www.edFDorg and will be accepted until 10:00 A.M. on Thursday August 15, 2002.
All bids shall be opened and publicly read at that time, at the East Derry Fire
Precinct, 74 Hampstead Road, East Derry, NH 03041.

Annual parade: Hillsborough's annual parade will be held July 14 at noon. The theme is "Hillsborough Celebrates Patriotism." The parade is part of the Balloon Fest and Fair, which supports the Fire Department, Lions Club and Chamber of Commerce. For more information, call 464-6388.
A $1,000 grand prize is being offered as Barre firefighters try to raise the money they'll need to fully restore a 130-year-old fire wagon - an 1872 Torrent - so that it can eventually be displayed in the city's new public safety building.
The Barre race will be held in conjunction with this year's Homecoming Days celebration. Following the parade planned for July 27, numbered rubber ducks will be dumped into the Winooski River. If the duck you purchased with a $5 donation is the first to down a short stretch of the river you'll win the $1,000 grand prize.

Planning consultants question need for five fire departments
Is the town duplicating services with five independent fire departments? The master plan consultants knew they were touching nerves at a two-hour presentation at Fox Ridge Resort. They were summarizing the comments gathered during the day, and which will eventually be incorporated in the master plan.
The five fire precincts are North Conway, Conway Village, East Conway, Center Conway and Redstone. The precincts are separate, unrelated political bodies.

The state fire marshal's office has shut down the town's Emergency
Management Center until a number of safety issues are dealt with.
The town has up to one year to complete the necessary work.
The Emergency Management Center is situated on floor two at the
Newton Fire Station, a building that many think has outlived its usefulness.
The state fire marshal's office inspected the Fire Station in March
coming up with a number of safety hazards and needed improvements.
An example of major improvements needed include
installing a fire exit from the second floor.
The town's Emergency Management Director originally was simply
looking into grants to fix up the fire station. In March he called
the fire marshal's office to inspect the building, a requirement to apply
for the grants.
The building also has handicapped access problems. An elevator needed to be
installed to allow access to the second floor.
There is only one entrance to the second floor of the fire station, and anyone
of average height must duck walking up the stairs.
Qualified volunteers had to be turned away due to lack of handicapped access,
Including an experience amateur radio operator that could have been valuable
member of the emergency team.
Last November a warrant article for $20,000 to be put towards a
new safety complex was defeated.

The Berkshire Taconic Foundation's Fund for Adams Mass. recently awarded the Alert Hose Company and the Adams Fire Department a $2,500 grant to fund the purchase of training equipment. Each member of the company will receive pocket CPR masks and the textbooks, "Firefighting Essentials" and "Basic Life Support." CPR practice mannequins also were purchased for company use.
The Alert Hose Company of Adams will conduct its annual Fireman's Sunday memorial services on June 9. There will be a 8 a.m. Mass at Notre Dame des Sept Douleurs Church. Afterwards the firefighters will be guests of the Adams Lodge of Elks for a smorgasbord breakfast.
Ceremonies honoring deceased members will commence at 11 a.m. at the Alert Hose Co. Memorial in Bellevue Cemetery. The guest speaker will be Lt. Rick Kolomay of the Schaumburg, Ill., Fire Department. The public is invited to attend the Mass and the service at the cemetery.
