Water Rescue Technician Courses

As previously announced, the series of Ice Rescue Technician (IRT) Courses have been planned and scheduled for '2003. These courses will be conducted at our facility in Harrisville, New Hampshire, and we invite Public Safety and Rescue personnel from throughout the U.S. to participate in these training programs. During 2002, representatives from Fire, Rescue, EMS, and Law Enforcement agencies participated in these courses from New Hampshire, Vermont, Maine, Connecticut, Massachusetts, New York, New Jersey, Ohio, Pennsylvania, and Washington, D.C. The dates for our '2003 series of IRT courses include the following:

* Saturday, February 22, 2003
* Saturday, March 15, 2003

In addition to this series of basic level IRT courses, we will also be conducting a Train-the-Trainer course during the weekend of Friday through Sunday, February 7 - 9, 2003. The purpose of this T-t-T program will be to train and authorize designated representatives from Public Safety and Rescue agencies as IRT Instructors.

Purpose
The Train-the-Trainer program is a comprehensive training program designed to train and authorize representatives of Public Safety and Rescue organizations as Ice Rescue Technician Course Instructors. The following is information on this program. Additional information on this program will be posted within the Educational Programs Section of our web site in the near future.

Prerequisites
IRT Instructor candidates must be a minimum of 21 years of age; must have previously completed a Lifesaving Resources' Ice Rescue Technician Course; must be an active member of a Fire, Rescue, EMS, or Law Enforcement agency; and must have the endorsement of the department's chief or training officer to participate in this program.

Agreement
As an authorized provider of Lifesaving Resources' Ice Rescue Technician Courses, the Instructor candidate and the department chief or training officer must agree to the following:
(A) The curriculum must be conducted as defined in the curriculum materials;
(B) All safety and rescue procedures must be adhered to during the conduct of an IRT course;
(C) Each IRT student must receive their personal copy of the Lifesaving Resources' Ice Rescue Technician Course Guidebook.
(D) Upon completion of each course, insignia and certificates must be obtained from Lifesaving Resources and must be awarded to each participant who successfully completes this training. The insignia consists of a sew-on emblem, a technician rocker, and a window decal.

Course Fee
The course fee of $495.00 per Instructor candidate must be paid at the time of registration and includes two nights lodging and 6 meals (Friday dinner, 3 meals on Saturday, and 2 meals on Sunday), a CD PowerPoint Presentation, an instructional videotape, and other course materials.

motocross event

May 18, 2003 - Lempster NH - Jolly Roger Motocross Park - Expecting his biggest peril was avoiding speeding dirt bikes going off the race course, our SW91 met with another fate. The "lifeguard" stand he was stationed at, weakened by being hit the previous week, collapse while he was on it. Car91 suffered long and wide abrasions and significant swelling along the shin bone from knee to ankle area of his left leg. Lefebvre Ambulance crew responded to the scene and provided on scene treatment of the injuries.

Derry PD
goes
digital

April 2003 - Derry Police has switched from 453.525 UHF to 151.010 digital voice mode. This channel is also shared with the Mobile Data Terminals in the police cruisers.

Monitoring the digital voice transmissions on the new Bearcat Scanners is complicated by the fact the MDT's analog mode causes reception problems with the digital voice mode. The current generation of Bearcat digital scanners may not switch from modes quickly enough to decode many of the transmissions



East Derry Precinct Shrinks
As of April 1, 2003 the East Derry Fire Precinct will be cut in size by nearly one half. Derry Town Councilors have decided to implement boundaries drawn in 2000, and since involved in a court tug-o-war.

The resulting loss of territory to East Derry includes all of the precinct north and west of Rte 102, plus some neighborhoods near Derry's Island Pond Station. The new boundaries do not take into account the completion and opening of East Derry's Station two on English Range Road

Derry East Derry
Reach Agreement

Feb 14, 2003 - The Derry and East Derry Fire Precincts have reached an Automatic Aid agreement. No matter where an call occurs, the nearest station will respond automatically, regardless of precinct boundaries.



Derry NH Fire District
Ruling Reversed

Feb 5, 2003 - In November 2002, the State Supreme Court overturned a ruling made by Rockingham County Court that had favored the East Derry position on fire district boundaries. Rockingham County Superior Court Judge Coffey has now entered an order reversing her original decision.

Town official plan on putting the new boundaries into effect on May 15, 2003. The East Derry district would reduced in size by nearly fifty percent.

In a related story, House Bill 399, if approved, would allow East Derry residents to form a separate town pending voter approval. The bill is scheduled to be in committee on Feb 19.

As a valuable community member we have always depended on you for Your support of our department and you have always been there for us, which is greatly appreciated. We now must ask you to help us in supporting one of our own.

Recently, Officer Dennis Lyons was diagnosed with cancer. Officer Lyons has served the Town of Pelham for 25 years; he is the original "Community Policing" officer. Officer Lyons has positively impacted many citizens during his career making the Town of Pelham a better place to live. In return for all Officer Lyons has done for our department and town, the Pelham Police Relief Association is hosting a "Saint Valentine's Day Party" to help raise money in support of Officer Lyons and his family during his time of need.

The benefit will be on Friday, February 14, 2003 at the Pelham Fish and Game Club. Food and beverages will be served as well as Live entertainment by the "Jim Plunkett Band", raffles, and other surprises. Any donations to this cause will be greatly appreciated. 100% of your contribution will go directly to helping Dennis and his family continue his fight. Checks may be made out to the Pelham Police Relief Association, all donations are tax deductible (federal tax exempt number 02-0459679.)

Interim Fire Chief

Jan 22, 2003 - Derry has named Michael Crosby as interim Fire Chief

Crosby has been with the department 29 years. The Londonderry resident has degrees in fire emergency management and fire science and is a certified EMT.

Crosby was names firefighter of the year in 1977 and fire officer of the year in 1979

Portland ME
Radio system changes


The Portland Fire Department has purchased a new 800 Trunked radio system to help with the "dead spots" in the city. The radio System is by Motorola consisting of Vehicle Repeaters, New Portables and New Mobiles.

A lot of changes will happen within the next few months. We will operate several channels such as: Prime, Ops 2-5, TOps 6-10, EMS Command, State Fire and the VHF Prime & State Fire. The plan is when we dispatch a Box (either Desk, Supervised, City, and Street) we will advise the responding Companies to "Switch to Ops 3 upon arrival". And so on and so forth with the calls we have.

The difference between "Ops" and "TOps" is that "Ops" is the through the vehicle repeaters and "TOps" is the trunked ops which is basically the "old" system. One of these channels will be a joint Police/Fire channel to better help the communications between the two.

We are still learning a great deal about this new system and those of you with trunked scanners will still hear us the on the same truck id codes for the most part.
