FD changes radio plans

The Salem Fire Department has struggled with radio "dead spots" for several years. However, a new plan to put a 180-foot tower on Spicket Hill may put an end to the department's broadcast problem for good.

Deputy Chief Paul Parisi told selectmen Monday night that changes to the department's original solution to the problems were suggested after a radio consultant examined the plan.

"(The consultant) took a hard look at the current situation and what we were asking for and moved the transmitter plan for a free-standing radio antennae on Spicket Hill," Parisi said.

In March voters approved a request for $180,000 for communication improvements. The idea was to improve transmission success from below 90 percent to an estimated 95-percent to 98-percet success. Public service agency standards look to have most radio systems achieve a 90-percent efficiency rating.

One of the challenges facing fire fighters is their constant work within buildings that dampen signal strength. While recent upgrades to receivers have solved part of the problems, their transmission capabilities are below what they consider effective.

Parisi said the current systems posed a firefighter safety issue.

The low elevation of the current broadcast antennae location at Central Station of Main Street prevents signals from effectively reaching both portable and fixed radios. Locating the new antennae to the top of Spicket Hill meant better broadcast potential.

Parisi said he was coming before the board as a courtesy and to inform them of the changes to the original plan. The department will also go before the planning board and notify abutters of the plan and possible construction. Parisi stressed that the tower would only be used by the fire service with possible use by the police or Department of Public Works. The tower would not be equipped for, or used by, cellular phone companies.

Passing

My dad, my hero, has passed on Saturday October 11, 2003, after a brief illness at 79. The first fire buff I came to know. My father Roger Jean Marcel Bolduc, brought me to my first fire at a church on Arlington Street in Nashua I was still a toddler (c. 1959). Interesting enough, my first five years were spent growing up on Crown Hill, in about the only section spared by the devastating Crown Hill fire.
My interest in shortwave and police band radio listening was apparent from pre-kindergarten days, fostered by my dad, and that by his dad.
An avid Boston Braves fan, he was quite an athlete in his younger days, having played here in Nashua with the likes of Roy Campanella and Don Newcombe.
Thanks dad for the extensive camping trips across the United States, Canada, and Europe. Thanks for all those trips to major and minor league stadiums across the country. Thanks Dad for all the photographs of fire stations you took on all your trips. Thanks.

Nashua Firefighters reach
contract agreement

Sept 23, 2003 - The Nashua Telegraph in an article by Andrew Nelson is reporting that City officials and union negotiators have signed a new contract. Firefighters also would see allowances for serving on specialized teams.

The contract would expire June 30, 2006. The agreement will be submitted to the Board of Aldermen review.

Part of the agreement will create a dive rescue team with the fire and police departments establishing a Nashua Water Emergency Dive Team.

The contract lowers the number of hours firefighters need to spend on the job to receive overtime pay.

Currently, 58 hours a week are needed to earn time-and-a-half pay. The contract calls for 56 hours, and would be reduce by another two hours in the final remaining two years.

By the end of the contract, the lowest paid firefighter and dispatcher starting on July 1, 2005, would earn $36,953. The highest paid employee would be a certified superintendent, at $72,761.

SOUTHEASTERN N. H. HAZARDOUS MATERIALS
MUTUAL AID DISTRICT 2002 Report

SOUTHEASTERN N. H. HAZARDOUS MATERIALS MUTUAL AID DISTRICT 2002 Report

The Southeastern New Hampshire Hazardous Materials Mutual Aid District is organized as a regional solution to the hazardous materials response problem. The purpose of the district is to prepare our communities, regionally, for responses to hazardous materials incidents, both with training and equipment. The 15 communities that comprise the district are: Auburn, Atkinson, Chester, Danville, Derry, East Derry, Hampstead, Hooksett, Litchfield, Londonderry, Pelham, Plaistow, Sandown, Salem, and Windham. We are pleased this year to welcome the Town of Sandown as a new member.

The District is managed by an Operations Committee, consisting of a Chief Officer from each member community, who carry out the day-to-day business of the organization; and a Board of Directors, consisting of an elected or appointed member of municipal government in each member community, who provide oversight and fiscal management. The District provides the highest level of response available for Hazmat Level "A".

District resources include two response trailers, equipped with generators, oil spill and decontamination equipment, chemical reference material, protective suits, communications equipment, and a response truck and trailer equipped for the team. The District trailers and trucks are strategically located to respond to any community requesting them. An EMS Mass Casualty trailer located in Londonderry, available for response to medical incidents with a large number of patients. A new addition this year is a decontamination trailer supplied to the team by the State of New Hampshire, Office of Emergency Management. This trailer is equipped to decontaminate a large number of people affected by a HAZMAT or weapons of mass destruction incident.

The State has also supplied the team with a chemical agent monitor, the same type used by the 1st Army Civil Support Team. In June, the District participated in a joint training exercise with State, Local, and Federal agencies to test interagency operability, a key factor in all responders working and communicating together.

The team also trained member departments in weapons of mass destruction response, and decontamination. With the training and equipment the District possesses, the team has the ability to detect and field test for chemical and biological agents.

The team is also trained in confined space rescue for HAZMAT incidents and has purchased the equipment necessary for this vital role.

The District this year has received a State of New Hampshire Emergency Response Committee Grant of $11,843.75, and a Weapons of Mass Destruction Grant of $16,000.00

Your fire department and local officials continue to make progress in providing the most cost-effective manner of responding to a hazardous materials incident.

Respectfully Submitted,
For the Board of Directors
Mr. Paul Hopfgarten Councilor, Town of Derry Chair, Board of Directors
For the Operations Committee
Chief Dwayne Hogencamp Litchfield Fire Department Member, Operations Committee
